Three hours is enough to see the Bay of Kotor's headline sights by speedboat, and this tour packs in the Lady of the Rocks, the Blue Cave and a former submarine tunnel without eating a whole day. It runs from a meeting point at Park Slobode 1 in Kotor, close to where cruise passengers come ashore, with check-in requested half an hour before departure. Boats carry up to 25 travellers and come with a licensed skipper who acts as guide, plus drinking water, Wi-Fi onboard, life jackets including child sizes, snorkel gear and an audio guide accessed on your own phone.
The route crosses the bay, with Perast and Our Lady of the Rocks passed by boat, then continues past Mamula Island to the Blue Cave for a swim stop before a short look inside the submarine tunnel on the way back. The cave visit is a swim rather than a ride inside: engines are no longer permitted in the cave, so the boat anchors outside and guests swim in with life jackets available. Some reviewers mention dolphins in the bay on the return leg, though that is luck rather than itinerary.

Common issues. The Blue Cave is the headline draw and also the weakest link: one reviewer had it dropped because of rough seas, which dented the trip. Weather can cancel or reschedule the entire tour, and a minimum number of travellers is required. The Lady of the Rocks church has a dress code and swimwear is not permitted inside, so bring a cover-up; the optional museum costs 3 euros per person in cash. Hotel pickup and drop-off are not included. The meeting point is Park Slobode 1 in Kotor, by the sea near the small bridge from the cruise exit; after clearing ship security, turn left, then left again. Arrive at least 30 minutes before departure.
The Blue Cave and the submarine tunnel involve no admission fee. The Our Lady of the Rocks museum is optional and costs 3 euros per person, cash only, and is not included in the tour price.
