A speedboat out of Kotor covers the bay's greatest hits in about three hours: the Blue Cave, where you swim in from the anchored boat, the Cold War submarine tunnels, Mamula's 1853 fortress, and Our Lady of the Rocks off Perast. Start with the water you want. The Bay of Kotor suits travelers based in Kotor, Tivat or on a cruise, since most departures leave from the old town waterfront and return within half a day. If your base is Podgorica or the south, Skadar Lake is closer and calmer, with herons, pelicans and monastery islands instead of caves. Budva works best if you want to swim and snorkel rather than sightsee from a deck.

Boats only run to the Blue Cave when the sea allows it, so leave flex in your plans. Since May 2026, motorized boats anchor 10 to 20 meters outside the entrance and guests swim in with life jackets and kickboards, so pack something you can swim in. Most boat tours here carry free cancellation, which matters when the weather turns; the Herceg Novi private charter is the exception.
